Billy Capshaw was a torture victim and former room mate to Jeffrey Dahmer during their military time in Germany.
Billy claims that Dahmer controlled and raped him on a regular basis, but was ignored by authorities when he spoke about the the abuse.
He learned to watch Dahmer’s moods to try to minimize the attacks, which he did with success - it was years after, when he broke the silence and went public with the issue.
There even is an official webside surrounding Billy´s sufferings and the resulted psychological problems called Surviving Jeffrey Dahmer. There are many questiones about the truth of his accusations, but most of the media consider them as accurate.

Jeffrey Dahmer, approaching ages 16 and 17 in grades 10 and 11. Circa 1976/77.
Although Dahmer claimed to have “had normal friendships in high school” and “a good social life”, a member of his social group, John Backderf, said that he was merely amused by Dahmer’s propensity for bizarre pranks and jokes and had no desire to forge a close friendship with him. Backderf characterized Dahmer as “creepy” and made it a point to avoid socializing with him outside of school. Classmate Mike Kukral was similarly amused by Dahmer, but also failed to get close to him. “No one really knew what was going on in his mind,” Kukral said. “He didn’t open up to anybody.” A cashier at the Eastview Junior High School cafeteria recalled that Dahmer joined others at the tables to eat, but always left the cafeteria alone. Dahmer’s difficult personality and inability to trust others left him friendless by the end of high school. “I really hadn’t any close friendships after that, after high school. I just sort of lived in my own thought life, fantasy world,” Dahmer said in a 1993 interview.

“When you would look at Jeffrey Dahmer, into his blue eyes, you didn’t see the fucking devil, you know what I’m saying? You saw—at least I saw—a pathetic human being who was so hedonistically selfish that all he could think about was the pursuit of his own sexual pleasures.”
—Detective Patrick Kennedy on Jeffrey Dahmer

“Mr. Dahmer did not feel as though these people were dead because he was still relating to them. He would talk to them, he would cuddle them, he would hold them, he would think about them. He took the skull of somebody he’d killed and kept it in a locker so he could be close and have companionship with it. Now, that’s very, very sick, but to him it felt as though there was something warm and comforting happening, not that he was doing something terrible and awful.”
