Billy Capshaw was a torture victim and former room mate to Jeffrey Dahmer during their military time in Germany. Billy claims that Dahmer controlled and raped him on a regular basis, but was ignored by authorities when he spoke about the the abuse. He learned to watch Dahmer’s moods to try to minimize the attacks, which he did with success - it was years after, when he broke the silence and went public with the issue. There are many questiones about the truth of his accusations, but most of the media consider them as accurate.
